Berlin (ddp). For the health care reform, Federal Health Minister Ulla Schmidt (SPD) now has the backing of Interior and Ministry of justice. In a report, both so-called constitutional departments confirmed that the planned arrangements for the private Krankenversicherung (PKV) were constitutional, as the ARD Studio and Berlin «Tagesspiegel» reported. The private insurers, but also parts of the Union had doubts this. The opinion of the ministries was forwarded to the Board of health on Tuesday. According to the ARD said the 14 expertise, the final pressure in the new basic fee for the PKV without underwriting, limiting the amount of the contribution and the transferability of pension provisions when changing a private fund the PKV grab a either the professional exercise freedom or the freedom of competition. Also the guarantee to property in the basic law will not be violated. After «Tagesspiegel» information the constitutional departments consider it also not a violation of the principle of equal treatment that the planned tax subsidy benefit only children in the statutory health insurance. Meanwhile experts from Union and SPD continued their talks on Tuesday, to resolve any issues. A final agreement could come late January in the Coalition Committee, CSU Chairman Edmund Stoiber said. The Bundestag is expected to vote on the 1st or 2nd February on the reform. The reform should enter into force on 1 April. The most important issue is the planned PKV basic fee. Negotiated was also about cuts of hospital budgets and funds for emergency services, as well as providing for measures to prevent the misuse the PKV basic tariff. Bavaria and Baden-demand also clarity, so that additional charges will not exceed EUR 100 million per year for individual countries. According to Baden-Württemberg Prime Günther Oettinger (CDU), both countries prepare appropriate wording. Oettinger emphasised the land CDU for the reform, the Bill but technically “sloppy”. At the same time he made it clear that the CDU of the reform against the will could agree the free democratic party ruling with her. Company President Dieter Hundt called the health care reform must «quite vigorously improved be», if contribution rates should not further increase. He could not see how the coalition would get permanent control the level of expenditure. The targeted savings volume of one percent of the total expenditure of the statutory health insurance is not sufficient by far. The President of the Association of social Germany and the Volkssolidarität, Adolf Bauer and Gunnar Winkler, called for a renunciation of the health funds and overcome the separation between legal and private health insurance.
